William “Bill” Ingram, MSW, LCAS-A, CADC, CEO
Bill has been a Substance Use Disorder Counselor for more than 30 years and is known throughout the state for his innovative style, professionalism and compassionate demeanor in working with those with Substance Use Disorders. Bill holds a Master of Social Work Degree from the Univ. of South Carolina and is certified by the NC Addictions Specialist Professional Practice Board.
Rebeca Melendez, MA, LCAS, CCS, LCMHC
Rebeca joined PROMISES12 as a Clinical Director and has over 30 years of clinical experience. She is known for her compassion and empathy in dealing with our clients and expresses joy when clients begin the road to recovery. Rebeca holds a master’s degree in counseling from UNCC, holds a LCAS and CCS licenses from the NC Addictions Specialist Professional Practice Boad and a license from the state of NC as a LCMHC.
Tandalaya Sims-Cochran AA, CASAC, CADC, ICADC
Originally from Rochester, NY, Tandalaya relocated to NC in May of 2025. She joined PROMISES12 in December 2025 and has over 25 years of dedicated, clinical experience and is known for her innovative approaches in providing “DWI SPEIFIC” services. She holds a degree in Human Services and Liberal Arts from Monroe County Community College and is certified by the NC Addictions Specialist Professional Practice Board.
