William “Bill” Ingram, MSW, LCAS-A, CADC, CEO

Bill has been a Substance Use Disorder Counselor for more than 30 years and is known throughout the state for his innovative style, professionalism and compassionate demeanor in working with those with Substance Use Disorders. Bill holds a Master of Social Work Degree from the Univ. of South Carolina and is certified by the NC Addictions Specialist Professional Practice Board.

Rebeca Melendez, MA, LCAS, CCS, LCMHC

Rebeca joined PROMISES12 as a Clinical Director and has over 30 years of clinical experience. She is known for her compassion and empathy in dealing with our clients and expresses joy when clients begin the road to recovery. Rebeca holds a master’s degree in counseling from UNCC, holds a LCAS and CCS licenses from the NC Addictions Specialist Professional Practice Boad and a license from the state of NC as a LCMHC.

Tandalaya Sims-Cochran AA, CASAC, CADC, ICADC

Originally from Rochester, NY, Tandalaya relocated to NC in May of 2025. She joined PROMISES12 in December 2025 and has over 25 years of dedicated, clinical experience and is known for her innovative approaches in providing “DWI SPEIFIC” services. She holds a degree in Human Services and Liberal Arts from Monroe County Community College and is certified by the NC Addictions Specialist Professional Practice Board.

What we know:

DWI in North Carolina is exceptionally serious. It is classified a criminal offense, not a traffic infraction, meaning a conviction results in a permanent criminal record that can, likely, never be expunged. Even for a first offense, the judge has the power to order mandatory active jail time depending on the specific facts of your case

  • Individuals with a DWI conviction in North Carolina must obtain a substance use assessment and complete the recommended intervention, either education or treatment.

Based on the results of your substance use assessment, you could be referred to a Longer term Substance Use Treatment Program. You would be placed in this program in accordance with guidelines issued by NCDWI Services, which regulates DWI assessments and treatment. Only a clinical assessment can determine if one is placed at this level. Sessions meet Tuesday and Thursday 6 pm until 8 pm.

Confidential evaluation designed to address alcohol or substance use concerns and meet requirements for individuals living outside the state where legal or administrative matters originated. The review helps determine appropriate recommendations, documentation, or treatment options based on an individual's unique circumstances and applicable requirements.

The evaluation helps determine appropriate recommendations, documentation, or treatment options based on an individual's history, current circumstances, and DMV requirements.

A 16 hour education and prevention course designed for first time offenders with a Blood Alcohol Level of .14 or less who did not refuse the breathalyzer test and did not have an identified substance use disorder. North Carolina law mandates the Prime for Life curriculum as this intervention. Only a clinical assessment can determine if one is placed at this level. North Carolina law sets the cost of ADETS at $185.00 for this four day program. Fees must be paid in full two weeks prior to the beginning of ADETS. Once started, must be completed in four consecutive sessions.
